Inventory Analysis
Florida has built one of the most extensive articulation ecosystems in the nation, spanning secondary and postsecondary Career and Technical Education (CTE), which includes, public school districts, district technical colleges (also referred to as career centers) and Florida College System (FCS) institutions. Credentials issued include industry certifications, clock hour certificates, college credit certificates and both associate in science and workforce bachelor’s degrees. This report provides a comprehensive view of how the articulation system pathways are currently structured, how they are being implemented across regions and institutions and how effectively they are supporting student progression and workforce outcomes. This report addresses information gathered from an inventory of existing articulation agreements, regional roundtables with district and college CTE staff and a data analysis of student usage and outcomes of the existing agreements.
In May 2025, each district technical college and FCS institution was asked to submit data on all statewide career-related articulation agreements and all active local career articulation agreements not required for state reporting. The types of agreements are listed below.
• Applied Technology Diploma (ATD) to Associate in Science (AS) or Associate in Applied Science
(AAS) Degree Agreements.
• Gold Standard Career Pathways Articulation Agreements (Industry Certification to AS/AAS
Degree Agreements)
• Statewide Articulation Agreements (Career Certificate Program to AS/AAS Degree Agreements)
• Additional Local Career Agreements not submitted to the Department of Education
While data was being submitted, the Florida Student Success Center hosted three regional roundtables for college leaders to discuss what is currently working with institutional agreements and present other opportunities to enhance agreements. Several focus groups were held with district technical and state college leaders during regional convenings to provide a more nuanced understanding of statewide, regional and college-specific challenges with pathway and articulation agreement implementation. These findings illuminate how Florida’s articulation agreements function as promoters of labor market growth and opportunities for students to advance their education.
This report provides an overview of the landscape of Florida’s credentials and articulation processes, as well as an in-depth analysis of how the most recent cohorts of First-Time in College (FTIC) FCS students utilize pathways and continue to advance their education. Using articulation agreement inventories submitted by districts and colleges, along with longitudinal student-level data from the Florida Department of Education’s Bureau of PK–20 Education Reporting and Accessibility (PERA)
datasets (WDIS and FCS), the analysis highlights both strong system assets and key opportunities to
improve return on investment for students and the state.
